The proposed Pico Community Center (the "proposed project" or "project") would involve a mixed-use development providing new retail, high school, and residential uses on the project site. It would provide approximately 9,615 square feet of ground-floor retail space, a 17-classroom private high school, 25 dormitories and counselor units, 31 residential units, and associated parking. The proposed private school would have an enrollment of approximately 425 students (17 classrooms x 25 students/classroom), and approximately 43 staff. Overall, the proposed project would provide approximately 107,600 square feet of gross floor area. A total of 109 parking spaces would be provided, as well as approximately 4,525 square feet of designated open space within common patios and terraces as well as private balconies and patios.

The proposed project would consist of one rectangular-shaped building that would occupy the entire block bounded by a public alley to the north, Crest Drive to the east, Pico Boulevard to the south, and Wetherly Drive to the west. The building would extend up to five stories, or approximately 80 feet high, with two levels of subterranean parking. The first floor of the proposed structure would provide all proposed retail uses, including approximately seven retail stores, along the Pico Boulevard frontage. The northern half of the first floor would include five high school classrooms, offices, and other ancillary uses (e.g., lobby, lunchroom). Level two would provide additional classrooms, offices, and other ancillary uses (e.g., library, multipurpose room, art room) associated with the proposed high school. Level three would provide the proposed dormitories and counselor units, two residential units, a study room, and various dormitory amenities (e.g., fitness room, outdoor play area, patio/terrace, kitchenette). Levels four and five would provide the balance of the proposed residential units (i.e., 15 and 14 units, respectively) as well as other residential amenities (e.g., patios, terraces, recreation room).
