Christopher A.
Joseph & Associates (CAJA) has provided environmental
planning services to the public and private sectors for over 19 years.
Having provided consulting services for hundreds of projects, successfully
and efficiently guiding them through the environmental clearance process,
the company and staff have earned a reputation for thorough and conscientious
work. In addition to the high caliber work products that CAJA invariably
delivers, the company's status as a well-known and respected leader
in the environmental planning field is largely based on the personalized,
accessible, and honest service that CAJA guarantees to each and every
client. CAJA is valued by its clients for its personal, individualized,
and efficient service. Senior project management staff include: Chris Joseph, the founder and owner of CAJA, has been an active participant in the planning, development and environmental review arena for over 22 years. With his extensive project and agency experience, and his recent role as a member of the Architectural Review Board for the City of Santa Monica, Mr. Joseph holds a respected position in the region as a leader in the environmental consulting industry. Craig Fajnor, Senior Vice President, provides additional leadership to the firm. At CAJA and in previously held positions, Mr. Fajnor has managed environmental clearance programs for a full spectrum of developments, including regionally-defining projects such as the Staples Center in downtown Los Angeles and the Hollywood & Highland Project in Hollywood. Bruce Lackow, Senior Vice President, has more than 20 years of experience in environmental consulting. While equally adept at preparing all forms of CEQA and NEPA documentation, Mr. Lackow has extensive experience in successfully completing the requisite documentation for highly complex and often controversial, large scale projects. While exhibiting an extensive knowledge across all environmental issues, Mr. Lackow has particular and extensive expertise in issues that affect the urban environment, such as land use, visual resources, transportation, air quality, noise and demographics to name just a few. Curtis Zacuto, Senior Vice President, has over 20 years of experience in planning and environmental analysis. He has experience with determining the appropriate level of environmental documentation and coordinating the environmental review process, and has been responsible for the preparation of numerous CEQA documents. Mr. Zacuto also has acted both as project manager and principal writer for numerous CEQA projects, including mixed-use developments, residential subdivisions, institutions (schools, universities, and hospitals), hotels, master plans and general plans. Geoff Reilly, Vice President/Principal, provides experience in the preparation and management of environmental review documents. Mr. Reilly is responsible for the preparation of proposals, client and subcontractor liaison, project budgeting and scheduling, work product quality control, the presentation of environmental analyses, recommendations and strategies at client meetings and public hearings. Mr. Reilly has supervised the preparation of virtually all types of EIRs, including Project EIRs, Focused EIRs, Program EIRs, and Supplemental EIRs. Shane Parker, Vice President/Principal, provides project experience in preparing environmental analyses for a broad range of multi-faceted projects including mixed-use developments, urban redevelopment projects, inert landfills, residential subdivisions, industrial parks, and educational campus developments. Rob Carnachan, a Principal at CAJA with more than 15 years of experience in the evaluation of environmental impacts for both public and private sector clients, has experience which includes the preparation and management of environmental review documents pursuant to the CEQA and the NEPA, development and administration of statewide water quality policies in the State of Wisconsin, and the analysis of water quality and water resources impacts in the States of California, Wisconsin, Colorado, Nevada, Illinois, and Minnesota. Mr. Carnachan has prepared numerous other environmental review, planning, and water quality documents for clients, including: Initial Studies, Negative Declarations, Mitigation Monitoring Programs, visual analyses, stormwater pollution prevention plans (SWPPPs), stormwater discharge permit applications (NPDES), watershed management plans, and third party reviews. Michael Brown, Principal, is a multidisciplinary specialist with over 16 years experience in CEQA and NEPA documentation, and technical analysis. Mr. Brown has managed a wide range of projects in the southern California region and has been a contributing writer to many environmental and planning documents throughout the state. In addition to his project management role, Mr. Brown maintains technical expertise in the assessment of air quality and acoustic impacts. Linn Wyatt, Principal, has over 24 years of experience in both government and private sector land use planning. Ms. Wyatt's experience allows for a comprehensive understanding of public policy and procedures, land use regulations, and federal, State, and local environmental statutes. Marc Melinkoff, Senior Project Manager, provides over 28 years of experience with CEQA documents, with particular emphasis on projects in Los Angeles County. Mr. Melinkoff has acted both as project manager and principal writer for numerous CEQA and NEPA projects, including Wildlife Waystation in the Angeles National Forest, Soka University Master Plan, Suites at L.A. Mart, and the Triangle Ranch Project. Kerrie Nicholson, Senior Project Manager, has nine years of professional experience in environmental writing, planning, and research. She began her career with CAJA as an environmental planner, working from 1998 to 2001, and helped to establish the firm's Petaluma and Oakland offices. Ms. Nicholson's experience comprises a variety of multi-faceted developments including: single- and multi-family residential, mixed use entertainment/retail, institutional, commercial, industrial, and recreational developments. Erin Efner, a Senior Project Manager at CAJA, has four years of experience in the preparation and management of CEQA/NEPA-related documents. Ms. Efner's diverse project experience includes environmental documentation for complex and controversial, elementary/high-school, residential/commercial mixed use, industrial, hospital, specific plan, and general plan projects. She has been involved in geography and environmental policy analysis since 1997, in both the academic and professional fields. Ms. Efner began her career with CAJA in 2006 and is based out of the firm's Oakland office. Paulette Franco, Project Manager, has over 10 years of experience in the preparation of environmental review documents pursuant to the California Environmental Quality Act and the National Environmental Policy Act. Ms. Franco's project experience includes preparing environmental analyses for controversial and environmentally sensitive projects in both urban and rural settings. Jennifer Johnson, Manager of Special Projects, provides experience in preparing environmental analyses for environmental review documents, the preparation of proposals, and the preparation and organization of graphic presentation materials. Ms. Johnson's responsibilities also include management of the company website, management of special projects, as required by upper level staff, and dealing with staff in a human resources aspect. Teresa Grimes, Senior Architectural Historian at CAJA has 17 years of experience in the field of historic preservation, which has included work in the public, private, and non-profit sectors. Prior to joining CAJA, she was the principal of her own consulting firm, which specialized in the identification and documentation of historic resources. Recent projects have included the Santa Fe Building in downtown Los Angeles, the Young’s Market Company Building at 7th and Union, the Santa Fe Coast Lines Hospital and the Sears Building in Boyle Heights, the Arroyo Seco Historic District in Pasadena, and Mission San Miguel on the Central Coast. Shannon Lucas, Principal, Biological Services at CAJA, has over 10 years of experience in biological resource management and impact analysis, regulatory permitting (including CWA 401 & 404, CDFG 1600 & 2081, and Federal Endangered Species Act (FESA) A Sec. 7), botanical and wetland studies, and habitat restoration. She has managed the preparation of biological resources sections of numerous CEQA documents, including Environmental Impact Reports (EIRs) and Mitigated Negative Declarations (MNDs), as well as other large-scale documents such as Resource Management Plans, Biological Assessments (under Section 7 of the FESA) and biological resource sections of Environmental Assessments (EAs) under NEPA. Chad Flynn, GIS Manager at CAJA, has extensive experience in all aspects of Geographic Information Systems (GIS). He has managed enterprise GIS implementations, written and conducted GIS training courses, created custom GIS applications, provided end-user technical support and traveled the nation presenting various topics related to GIS. |
