Experience Summary

Ms. Shayne Lipsey is an Associate Environmental Planner with over 17 years of diverse experience in land use planning and environmental analysis. Ms. Lipsey has managed and prepared a variety of EIR, EIS, General Plan, Master Plan, Specific Plan, Local Coastal Plan and Entitlement projects for both public and private sector clients. Prior to joining CAJA, Ms. Lipsey was a project manager with Craig Lawson and Co., LLC, where she researched and managed several multi-dimensional entitlement projects for private developers as well as non-profit organizations. Ms. Lipsey worked as a project manager at Parsons Harland Bartholomew and Associates for several years as well as a project manager and senior planner at other planning and environmental consulting firms. Her CEQA and planning projects have addressed a diversity of unique environmental issues including preservation of sensitive habitats to historical preservation. Ms. Lipsey's personal expertise ranges from land use and zoning, aesthetics and adaptive reuse planning to acoustical analysis. Experience as both a land use and environmental planner and involvement at all stages of a project from inception to completion has provided her with a comprehensive understanding of the entire process of a project and the complex relationship between land use regulations and environmental impacts.
